The libcerf package was updated to version 2.1 in Rawhide yesterday[1],

My mistake, I thought I did a "dnf repoquery --whatrequires
libcerf.so.1", but it only showed libecpint.

If you are on x86_64 you would want:

dnf repoquery --whatrequires 'libcerf.so.2()(64bit)'
Last metadata expiration check: 0:14:59 ago on Thu 14 Apr 2022 08:23:49 PM MDT.
LabPlot-0:2.8.1-6.fc37.x86_64
gnuplot-0:5.4.3-3.fc37.x86_64
gnuplot-minimal-0:5.4.3-3.fc37.x86_64
gnuplot-wx-0:5.4.3-3.fc37.x86_64
libcerf-devel-0:2.1-1.fc37.x86_64
libecpint-0:1.0.7-4.fc37.x86_64

dnf repoquery --whatrequires libcerf.so.2
Last metadata expiration check: 0:14:35 ago on Thu 14 Apr 2022 08:23:49 PM MDT.
libcerf-devel-0:2.1-1.fc37.i686
libecpint-0:1.0.7-4.fc37.i686

only gets you the 32-bit deps.
