Changing UEFI setting in the firmware is a big problem. We know that a) it can only be done by tweaking settings in the firmware interface which looks different on every machine, b) users find it very hard in general, and c) for blind users it's virtually impossible. So even if a machine has UEFI, if it is currently in BIOS-compat mode, to some extent it's like if it didn't have UEFI.
