As always, there are special cases.  I certainly
would not like to see packagers giving up on
packaging because the impediments placed
in their way to accomplish what they want
(and need) to do are too onerous.

Before taking any next steps I would like to see
if Adam's request to reconsider BR overrides
(and typically move to side tags) will reduce
usage.
