Ok. I've now invested the time to go through all *Version* downgrades
and file bugs for missing updates:

- annobin 10.58: https://bugzilla.redhat.com/show_bug.cgi?id=2069186
- disciplining-minipod 2.1.0:
https://bugzilla.redhat.com/show_bug.cgi?id=2069190
- doublecmd 1.0.4: https://bugzilla.redhat.com/show_bug.cgi?id=2069191
- eclipse-swt 4.23: https://bugzilla.redhat.com/show_bug.cgi?id=2069192
- gnome-tweaks in F36 older than in F35:
https://bugzilla.redhat.com/show_bug.cgi?id=2069197
- golang-mvdan-sh-3 3.4.3: https://bugzilla.redhat.com/show_bug.cgi?id=2069199
- kdebugsettings 21.12.2: https://bugzilla.redhat.com/show_bug.cgi?id=2069203
- kdiamond 21.12.2: https://bugzilla.redhat.com/show_bug.cgi?id=2069204
- kweathercode missing Epoch:
https://bugzilla.redhat.com/show_bug.cgi?id=2069207
- libdispatch 5.6.0: https://bugzilla.redhat.com/show_bug.cgi?id=2069208
- libspnav 0.3: https://bugzilla.redhat.com/show_bug.cgi?id=2069209
- mod_auth_openidc 2.4.9.4 (missing security update):
https://bugzilla.redhat.com/show_bug.cgi?id=2069210
- monit 5.30.0: https://bugzilla.redhat.com/show_bug.cgi?id=2069212
- oscillatord 2.1.0: https://bugzilla.redhat.com/show_bug.cgi?id=2069217
- pyparted 3.12.0: https://bugzilla.redhat.com/show_bug.cgi?id=2069221
- python-evdev 1.5.0: https://bugzilla.redhat.com/show_bug.cgi?id=2069222
- python-tinydb 4.7.0: https://bugzilla.redhat.com/show_bug.cgi?id=2069227
- rpi-imager 1.7.1: https://bugzilla.redhat.com/show_bug.cgi?id=2069228
- sweeper 21.12.2: https://bugzilla.redhat.com/show_bug.cgi?id=2069230
- tito 0.6.20: https://bugzilla.redhat.com/show_bug.cgi?id=2069231
- translate-toolkit 3.6.0: https://bugzilla.redhat.com/show_bug.cgi?id=2069232
- wireplumber 0.4.9: https://bugzilla.redhat.com/show_bug.cgi?id=2069234

Some of those packages are either present in almost all buildroots
(annobin), or are included on images (KDE / Plasma components,
WirePlumber), so it would be *really* great to get those fixed before
Fedora 36 Final ...

Note that this list only includes *Version* downgrades.

There's a few dozen more packages that are downgraded because of lower
*Release* values, but I didn't yet have time to go through all those
(some are probably caused by additional rpmautospec Release increments
in older stable branches).

I'll try to keep the "unprocessed" list of F35 -> F36 NEVR downgrades
here updated, if somebody wants to help:
