When I did the migration from the previous discourse setup to the new one, I attempted as much as possible to preserve any explicitly-changed user preferences for subscriptions. For people who hadn't made any changes to the defaults, they got the new defaults -- which I think is what happened here. I might have made some mistakes, for which I apologize.
