A straw poll of the 121 packages I have checked out here:

  gettext only:            3
  gettext-devel:           8
  ocaml-gettext[-devel]:   4
  none of the above:     106
  contains %find_lang:    28

I'm not surprised that gettext-devel is more common, for the reason
you gave -- that you can run autoconf/autoreconf.
