Re: sphinx: Intention to orphan package

The ownership of the 'sphinx' package [1] has been transferred to me.

I've removed access for users 'brandfbb' and 'cdamian' to the package
(both had 'admin' privileges before) since there haven't been any
activity around the package from them for a _long_ time.
I've added user 'hhorak' with role 'admin' as a backup, should I be unreachable.

In the case anybody is interested to contribute, feel free to contact
me and I'll assign you the access rights accordingly - if needed at
all. (As I prefer PR workflow)

I do not intend to maintain the package once there will be no other
package depending on 'sphinx'.
However the decision and eventual deprecation and removal of the
Sphinx SE from the MariaDB server will take time (a ~ year ?), so I
don't expect it to be anytime soon.
