FWIW, the last time this came up, there was a vague idea to require a yearly resigning of the CLA (or something equivalent, but the CLA signing was already in there). However, no one made a formal proposal to (I think) FESCo to approve such a new process. Perhaps you should start that process with a formal (proposed) process to FESCo.
