FWIW, the last time this came up, there was
a vague idea  to require a yearly resigning
of the CLA (or something equivalent, but the
CLA signing was already in there).

new process.

Perhaps you should start that process with
a formal (proposed) process to FESCo.
The provenpackager process might provide
a reasonable starting point for proposed
changes to policy;

there was a proposal over 10 years ago:

So, please, make a formal FESCo proposal.
That is the way to get things moving forward.
