Looking back at previous releases, this is not true at all. Many
blocker bugs and additional RC composes were caused by wrong packaging
of the fNN-backgrounds package, which was only found after GNOME or
KDE or XFCE maintainers found out that the new wallpapers package
doesn't work correctly for their desktop.

Why not just have the design team publish the wallpapers as a release
tarball, and let the actual DE maintainers work on the fNN-backgrounds
package? They should know how to do it correctly, and working together
on a review request should iron out all the initial problems.
