With your clue above I can now reproduce this locally. It seems to be connected to redhat-rpm-config -- upgrading that to redhat-rpm-config-209-1.fc36.noarch causes the problem. But I wonder if this is actually a problem with it using the x86-64 build flags for the cross build ...
