That's not even a ppc64le build, it's an x86_64 build using a cross compiler from the gcc-powerpc64-linux-gnu package - that is actually still 11.2 and hasn't been upgraded to 12 yet. I don't know where -mtune=generic comes from but a normal ppc64le build uses -mcpu=power8 -mtune=power8 as it's defaults.
