Looks like Kaigai-san left NEC on 2017 and he established a new
company according to his blog:
https://kaigai.hatenablog.com/entry/2017/07/04/000000 (Japanese).

According to github (seemingly very active: https://github.com/kaigai )
and his twitter https://twitter.com/kkaigai :
perhaps using kaigai_AT_heterodb.com or contact_AT_heterodb.com will
reach him.
