Good question. In case of Fennel they don't, and actually do respond to
PRs: https://github.com/bakpakin/Fennel/pulls

I checked on one of the GH projects I forked and you can disable wiki
and issues, but not PRs, so while not a complete solution, presumably a
proper CONTRIBUTING.md would direct people to the preferred way to
contribute anyway.
