Not yet. I still need to fix it up and verify that it actually
provides correct results.

However, consider it to be the "inverse" process that I usef for
determining (SIG) leaf packages for the stewardship-sig,
java-maint-sig, and rust-sig, so in theory the algorithm used *should*
be sound and complete (albeit not very fast).
