So this is only "GPLv2 or GPLv3" until further notice. So as a whole, this should be: LGPLv3 or GPLv2 or GPLv3 or I suppose you could just write: LGPLv3 or GPLv2 because the LGPLv3 always allows relicensing to GPLv3 anyway.
