The constrict is compatible with Fedora 33-35 as well.

It is not compatible with RHELs, but if deemed necessary, we can add openssl1.1 matapackage to EPEL.

I've also requested the openssl1.1-devel provide to be added to RHEL 8, but it might be rejected or take a long time:
