Heads up: OpenImageIO 2.3 released

OIIO 2.3 has been released[1] with a soname bump. My plan is to build for rawhide/f35. f33/34 will only receive bugfix releases of the 2.2 series.

The list of affected packages is pretty short:

blender
luxcorerender
notcurses
OpenColorIO
openshadinglanguage

I will also include OCIO 2.1 for f35 (already built for rawhide).
