THe fop dependency appears to have just been left in the spec file. It's been removed with the 2.6 build just done.
+1 to Matt's comment - this package is ancient and needs to go. Likewise I expect for ant-contrib. I've retired java-sleep -> moconti which are also dead upstream and were users of ant-contrib.
