It's ridiculous the gap between the performance of my AMD (HP) and
Intel (Lenovo) laptops, especially when you consider that one is half
the price of the other (hint: Intel does not look good on any axis).

ARM is a trickier proposition.  Apple are never going to start selling
M1s to other laptop makers, non-custom options like AllWinner and
Rockchip are not serious, and custom development (like Microsoft
Surface Pro X with its co-designed custom Snapdragon) will be very
very expensive.

More RAM for sure.  I've got the same amount of RAM in my current
Lenovo that I had in my two generations previous one.
