Update your mock chroot from the "local" repository:

     $ mock -r fedora-rawhide-x86_64 --enablerepo=local --update

And don't clean it before running the build.

If you see the error in Koji, please let me know ASAP.

I've mixed my WIP fix with the roginal error. The error you are likely to see is actually:

  /usr/lib/rpm/brp-python-hardlink: No such file or directory
