Aha, it seems the rawhide buildroot from 6/23 still contained glibc with
recommends on new package and not hard requires.
I've explicitly added glibc-gconv-extra as a buildrequires for vim now -
although as you told it is unnecessary right now, I guess it is a good
thing to track what the package actually needs (dependencies can change
with time, as I found out painfully over the years :D ).

TL;DR: workaround is to manually install glibc-gconv-extra, but you
