I think fedora should have a standard to follow. Well, *technically*, the "old" format without the time and timezone is the only one that's really supported everywhere, so I guess that's the standard. rpmdev-bumpspec changed to use the format with time+timezone for a while, but was met with harsh opposition, so the change was reverted. All tools in Fedora - except rust2rpm - use the format without time+timezone. I just didn't have time to patch rust2rpm to use that format again too.
