I guess pcre2 will have to supply a compat subpackage ... util-linux should be ready to be build without pcre2-posix, it uses old good regex.h as a fallback solution if there is no libpcre2-posix.pc. I'm able to locally compile upstream tree without libpcre2-posix.pc.
