What many seem to confuse here is when there were the first CPUs that support a particular set of instruction versus the last one that does not. Intel almost prides itself on its product segmentation, and there is a ton of recently (in 2020!) released Pentium/Celeron/Atom CPUs that still do not support even AVX[1][2].
