So, I've reported this to Koji upstream [1], and it turned out this is
the expected behavior.

We can set Bodhi to remove children tags when the side-tag is deleted,
but I think releng's cronjob that removes old side-tag should be updated
to take children tags into consideration. However I can't find anywhere
in ansible or releng repository where `koji-sidetag-cleanup` script is.
