If a project takes 3 years it takes 3 years and at some point its ready to merge into distributions. Its also worth remembering large parts of the RHEL release cycle would drive most developers nuts because they consist of "justify that specific change", "which bug id", "who signed this off", "you can't import the current release backport the change" ... not 'development'.
