hobbes1069, smani can you sort this out?

I'm primarily interested in getting OpenImageIO to build again, so I've only been following the rabbit hole as far as needed to make that happen. The gdal update should have been performed in a side tag, but obviously too late for that now.

The update was performed in a side tag and submitted [1], but the updated ended up not getting pushed due to a collision with gazebo-10.1.0-17, which I missed. I'll submoit the new builds as necessary to the side-tag and make sure that the update gets pushed correctly.
