Once again tried rebuilt rpm-build and updated the local metadata and it worked.
I was just confused that even though there is a mention of the
rpm-build package in the root.log on line 218 [1]
But nowhere is it written where this package is installed from.
In any case, I achieved my goal and was able to replace
/usr/lib/rpm/brp-strip during build.
