It used to be updated in the spec file %prep
(see up to f28 timeframe):

sed -i 's|@@VERSION@@|%{dist_version}|g' Fedora-Legal-README.txt

Anyhow, I've proposed a change that will hopefully make it version
agnostic and we don't have to update it all the time. 

Thanks again for noting this... we will see what legal says.
