Fedora-Legal-README.txt in installation media outdated?

If you download a Fedora 34 live iso at https://getfedora.org/
with filename: Fedora-Workstation-Live-x86_64-34-1.2.iso

Mount it and see Fedora-Legal-README.txt in the image. There are many
Fedora 31 things show up, should this file be updated on each release
cycle?

(Maybe not, unless someone like me mounts the iso file by mistake, and
check the Legal file by curiosity LOL)
