It works great for EL8 and EL7.
The package is available in EPEL, not in RHEL.
The CentOS Stream Copr roots don't have EPEL enabled, presumably because there
is no EPEL for CentOS Stream yet.
I was just curious what is involved in getting
this package added to the upstream repository?
To get the package into CentOS Stream, it needs to be added to RHEL.
To add a package to RHEL, a customer ticket should be opened, or a bugzilla. (As
one of the Python Maintainers, I strongly suspect that python3-pytest-runner
won't be added to RHEL without a strong customer case.)
Instead, you may want to query about EPEL Next (EPEL for CentOS Stream) on the
EPEL mailing list:

Or you may want to ask for an experimental Copr root with CentOS Stream and EPEL
