IIRC the consensus in https://lists.fedoraproject.org/archives/list/devel@xxxxxxxxxxxxxxxxxxxxxxx/thread/IVI6KR6MDXGOKFM3LEGNIMISRVBW5BBQ/ was that they will be stored in dist git and the module maintainers will be able to change them.
