It could be a DNF plugin command, try: "dnf install
'dnf-command(offline-upgrade)'" (failed too)
and there is no seperate dnf package for this cmd, at least i can't
see one adhoc.
It is part of the system-upgrade plugin, so
sudo dnf install 'dnf-command(system-upgrade)'
will do it. I've created a PR for the package to add the missing virtual
provides:
https://src.fedoraproject.org/rpms/dnf-plugins-extras/pull-request/2
The rawhide installation did not have that plugin, my F32 system had
it.. FTR those have been missing:
python3-dnf-plugin-system-upgrade
python3-dnf-plugins-extras-common
