For one of the smaller packages (xml2) it's ~6 seconds for `fedpkg local` vs ~15-20 seconds for `fedpkg mockbuild`.
Are you using --no-clean option? I guess this would give you back ~10s, because the would skip the build root initialization.

For one of the larger packages (shotwell) it's ~1 minute vs. ~2 minutes.
