mock not running cmake tests

I'm trying to debug a unit test failure that's only showing up
on s390x for notcurses. I've been able to get a s390x build
going with

  "mock -r fedora-34-s390x --arch=s390x --forcearch=s390x"

but the tests aren't run within:

	No tests were found!!!

I'm using CMake in my package. any idea what i'm missing?
