Wouldn't using a "Conflicts=" option in the systemd user unit file work while preventing both from running simultaneously? (I mean, except when it is started from cli directly.)

The point is you don't want/shouldn't have both pipewire and pulseaudio installed simultaneously since pipewire-pulseaudio is a drop-in replacement.

So no, that would be a bad idea.
