For what it's worth, here is the output from my unaltered F32 installation
as an additional data point (the kernel is slighty older):

uname -r

5.8.13-200.fc32.x86_64

cat /proc/sys/kernel/printk

3       4       1       7


grep LOGLEVEL_DEFAULT /boot/config-$(uname -r)

CONFIG_CONSOLE_LOGLEVEL_DEFAULT=7

CONFIG_MESSAGE_LOGLEVEL_DEFAULT=4
