Nothing provides qtmake.
There is qmake-qt5 though, in qt5-qtbase-devel.
There's also qmake-qt4 in qt-devel but I assume that it's
the qt5 one you want.

I am using Fedora rawhide
$ cat /etc/fedora-release Fedora release 34 (Rawhide)
The reason I use rawhide is because it can provide me latest qt. I am
rookie with this development stuff.
