The same thing happens for various different containers like
fedora:33, fedora:32, centos:7 etc so I guess the problem is somewhere

It seems that the problem is not new and it was previously fixed in
kernel where a patch added v3 namespaced file capabilities:

Does anybody know why the latest kernel should not support it? Should

I have an update for skopeo (containers-common) that should fix this
problem.
Please try this out and set the karma if it fixes the problem.
