F33 podman: unpacking of archive failed cpio: cap_set_file

Hello.

I have fully upgraded Fedora 33 on my laptop and when I try to use podman and install httpd package into container, I get the following error message:

Error unpacking rpm package httpd-2.4.46-1.fc32.x86_64
error: unpacking of archive failed on file /usr/sbin/suexec;5f76fa6a: cpio: cap_set_file
error: httpd-2.4.46-1.fc32.x86_64: install failed

The same thing happens for various different containers like fedora:33, fedora:32, centos:7 etc so I guess the problem is somewhere on the host and not in the containers.

It seems that the problem is not new and it was previously fixed in kernel where a patch added v3 namespaced file capabilities: https://git.kernel.org/pub/scm/linux/kernel/git/torvalds/linux.git/commit/?id=8db6c34f1dbc8e06aa016a9b829b06902c3e1340

Does anybody know why the latest kernel should not support it? Should I report a bug for the kernel?
