I think all enterprise servers can benefit from having a local DNS
server, whether that server caches or not, because that is the best
way to fix/work around the broken C APIs for name resolution that
doesn't handle DNS server failover very well.

That doesn't mean I'm against splitting out systemd-resolved into a
separate package, though.
