I'm getting *pretty annoyed* with a similar (but way worse) issue as well:

It's worse because there are way more spam comments and they get
amplified by the mails to the package-review lists as well ...
I was told to just mark comments as spam and by "magic" those accounts
will get banned.
Thing is, new accounts get created and just keep on posting spam.
The bug I linked had over 140 spam comments up until now, and like
you, I tried to mark them as spam and remove the spammer's email
addresses from the CC list, but to no avail.
