it does. API for packager dashboard is provided by oraculum, which is available here: https://packager.fedorainfracloud.org:5000/ (be sure to have https there when accessing it) .

Packager Dashboard uses mostly the https://packager.fedorainfracloud.org:5000/api/v1/packager_dashboard/ endpoint (you add just user/group name to the end of the url).

Just be cautious that the api is not stable and is still evolving and changing from time to time.
