You keep saying these numbers, yet I don't see how your claim adds up.

 1. 600MiB assumes 10% of main memory.
    However, Fedora uses 4% (capped at 400MiB)
    (see /etc/default/earlyoom, which contains "-m 4 -M 409600")

 2. So EarlyOOM uses this calculation on Fedora:
      `MemAvailable < min(MemTotal * 4%, 400MiB)`
    (values come from /proc/meminfo)

 3. MemAvailable is a bad heuristic, it does *not* represent "free"
    memory.
