That is the default for non-critical-path updates, yes. When you create
an update there are options for auto-push based on karma (with a
default of +3) and time (with a default of 7 days for non-critpath, 14
days for critpath). You can entirely disable or change the criteria for
either or both mechanisms.

You should not be able to set the required karma or time below the
floors specified for the relevant update type in the update policy,
though I haven't checked lately to see if there are any bugs in this.
There definitely have been before. :D You can certainly require *more*
karma or a *longer* wait, though.
