I am moving back this proposal.

I want to thank all of you for the feedback. I was surprised by lots of reactions standing against automatic removal of
packages which are not maintained any more. At the same time, I respect your voice.
Therefore I take back this proposal and I will replace the proposal by different one. A tool which will give user a list
of packages that can/should be removed.

As this tool will need some coding, it is unlikely that I will do that in F33 timeframe. You may expect it for F34.
