I think KDE does support some kind of live/dynamic wallpaper, but it's
done in a completely different way from the gnome implementation.
As far as I know there's no standard there.

Xfce has never supported live wallpapers, the code simply does not
exist.
IDK how exactly it works, but I see that for instance f31-backgrounds-animated  has  f31-backgrounds-kde  as a weak dependency.
