People who don't already know this aren't likely to understand terms
like "repository mirror" and "synchronize". This version should get the
point across without confusing users:

"It takes some time to distribute updates. If the above command does
not install anything, please try again later. It should normally not
take longer than _____."

Having the package available when the notification is sent would be
better though.
