I have some Opinions on this proposal, but I suggest that we consider
it separately from the remainder of the proposal for the sake of
clarity.

On to the main point!

So in theory a proposal could pass with a vote of (+1,8,-0). This
seems ungreat. If many FESCo members are unwilling to provide an
up/down, that indicates a problem with the proposal, IMO. I'd like to
see this have a floor (e.g. proposals always require at least +3).

This would also block the one-week approval (+3 and no -1 results in
approval currently).

Definitely on board with this.

What if we changed it to "a majority of cast votes"? So:

To pass any measure, a majority — defined as the greater of half the
votes cast (rounded up) — must vote in favor of the measure.

This keeps the one-week approval. It doesn't fix a (+4,5,-0)
situation, but that's a rare case and again suggests the proposal
needs improvement.
