I don't know the cause of the issue here, which seems to stem from something more central than the cinnamon group, but you should not be installing any environment groups at any time except as a new system. The environment groups are meant to define the entire installation environment, to install cinnamon (or another desktop) after having an already installed desktop environment, use the @cinnamon-desktop group.
